This will mediate between applications using GMenu (like LibreOffice) and expose their menus
using our DBusMenu protocol so that no changes on our global menu side is needed.
WIP: So far all it can do is detect windows with GMenus attached to it, register a DBus service
and then announce the corresponding DBusMenu paths.
Summary:
The business logic was using the resolved URL in lookups in
internal data structures, instead of the internal key it
previously established equivalence to. This could lead to
junk in internal maps and unnecessarily emitted model changes.
This also improves the unit test not to require apps to be
installed, fixing the CI failure over missing Dolphin.

There's a "Clear Notifications" context menu entry. So far it would only show up and clear persistent notifications.
The main usecase for this should be to clear the history, however. This patch makes it do both.

BUG:389815
Since Qt 5.6.3/5.7.1 qdbusxml2cpp favours as name for signals argument
annotations the name "org.qtproject.QtDBus.QtTypeName.Out*", matching
the "out" direction nature of the arguments.
".In*" is still supported for backward compat, but with a warning.
This reverts commit aba3d48c07.
It causes issues for multiple GTK apps when fractional factors are used.
Given GDK already has it's own auto scaling, this seems to cause more problems
than it solves in its current form.
BUG: 389523
ECM, when requiring ECM >=5.38, sets CMAKE_*_OUTPUT_DIRECTORY, so the
tests executables are no longer generated in the current binary dir.
Calling add_test() with the signature
add_test(<name> <command> [...])
will not result in any further processing of the <command> argument,
it will be executed as is. Using instead
add_test(NAME <name> COMMAND <command> [...])
will result in <command> getting some handling, cmp. CMake docs:
"If <command> specifies an executable target (created by add_executable())
it will automatically be replaced by the location of the executable
created at build time."
Which is what is needed now here (and also used in ecm_add_test).
