By setting the deprecation version for KRunner to 5.91,
the negated deprecation wrapper will evaulate to true and
we get compatibility typedefs.
This way we do not need to add the typedefs manually or
add `using namespace Plasma` to the plugins.

Kservice internally will hold a KDirWatch instance through KSycoca and
that instance has an inotify instance. Since inotify instances have a
per-user limit we mustn't be wasteful with them. Since our runner
threads do not actually need automatic ksyscoca reloading (reloading
on-demand as we use ksyscoca is perfectly reasonable) we need to
explicitly disable this feature so the internal inotify instance can be
freed.

Summary:
The return code of the Pool::load() method is somewhat misleading, as it
returns true only if there were no errors at all. The error flag is set on the first
validation error, but the pool will contain meaningful data nevertheless.
