The intention of this code was to sync with a selection of really really
old applications.
Colours wuold be written into xrdb but there was also a hook to store
and load defaults for a specific set of really legacy applications,
initally defined in '98 and not updated much since.
This has become very outdated, such as tell xpdf to use kfmclient which
no longer exists.
This was broken in that it sampled KDEGlobals "wm" config groups, which
isn't where most colours are. It must have been broken for years.
Add explicit find_package() and #include's that are required and were
pulled in by KDELibs4Support.
krdb: remove one redundant #include, KColorUtils
kcm_fonts: send dbus message directly to org.kde.KDEPlatformTheme to
'refreshFonts'
kcm_style:
- use KToolBar::emitToolbarStyleChanged() to notify of toolbar style changes
For the rest use the notifyKcmChange() private method to send the dbus
signal.

Making it a library instead of including the source from multiple places
has several advantages. We get proper dependency and include path
propagation. We can specify the krdb dependencies once instead of
repeating them for each kcm. This allows for a better separation between
the KCM's actual dependencies and krdb's dependencies.
People are using this feature to work around Wayland's terrible
fractional scaling implementation that makes everything super blurry. I
can't in good conscience tell them to use it anyway because it really
does look so bad. :( See https://bugs.kde.org/show_bug.cgi?id=433269.
This reverts commit 65defddee95db6738d5e2c80f6c7b373fde451a1
This reverts commit 40afa58ab9bf0d0808edb891f9cd855316a82411
BUG: 433115
FIXED-IN: 5.21.2
Allowing users to manually change the font DPI independent of font sizes
and the global scale is already of questionable value on X11, but on
Wayland where Qt scaling is always used, it is an anachronism. So let's
only show it on X11. On Wayland, people can use the global scaling
feature in the KScreen KCM.

We currently need the lookandfeel and style kcm in plasma-workspace, but
appearantly they depend on the krdb so best solution is to move all kcms
together
They are taken from plasma-desktop at the commit :
