xdg-desktop-portal forwards appId only for sandboxed apps it can trust,
essentially blocking us from posting an inhibition from xdg-desktop-portal
as we wouldn't have an app.
This allows a client to mark a notification as "resident" which means it will
not be closed by the sever when expired or an action is invoked, thus transferring
full control over notification life time to the client.
A notification popup still times out as normal (unless persistent, of course)
but the notification remains alive until the client revokes it or a user
explicitly closes it.
It is opt-in so that a client can expect the notification lifetime to be
indefinite and explicitly close it when an action is invoked on its end.
In case no application name is set but we found a service, use the service name.
Also prefer the service name when the application name just looks like the desktop
entry, e.g. VLC just sets "vlc" as application name, which we would then override
to "VLC media player" from the vlc.desktop we might have found.
This is actually mostly just preparation for should we add a look up of the desktop
entry through the process CGroup.
Summary: This allows one to subscribe to notifications from notification server.

This adds a quick reply feature with a text field inline in the notification popup.
An action named "inline-reply" will spawn the text field and a NotificationReplied signal is emitted then.
There's additional kde hints for changing the placeholder text (defaults to "Type a reply..."),
submit button text (defaults to "Send") and submit button icon name (defaults to "document-send",
that paper aeroplane icon).
An application could have multiple inhibitions. Release all of them when the service unregisters (process dies).

It can be used to query information about the current notification server (vendor, name, version, notification spec version).
This will be used by the plasmoid and KCM to indicate when notifications are currently unavailable or provided by a
different notification service from Plasma. Also notify valid changing at runtime when ownership is lost.

The inhibition handling (e.g. combining time-based, screen mirrored, etc) is done inside the applet.
The Server knows nothing about it and only reports Inhibited as true when an external application
requested one, not when the user enabled it in the applet.
This patch exposes the NotificationManager.Server as singleton QML type and adds a way for the
applet to tell it the effective inhibition state.
Exposing the server to QML could also be used in the future to provide better error reporting
to the user when the service isn't running and/or owned by someone else (e.g. Dunst)

When multiple identical notifications are sent in quick succession, discard the request and let it fail.
Previously it would always replace the last notification if identical, now it discards the request and only does so if it happened
within 1 second of the last notification to avoid discarding genuine identical notifications like when deleting two plasmoids of
the same type.

so when it eventually comes up, it can claim the service and then cling on to it.

This is a similar situation we have with Flatpak when the desktop entry the application thinks it owns is actually different.
In Snap this environment variable is passed to the process. When no service was found, try reading it.

- and basically every configuration option
libnotificationmanager provides a proper notification model situation similar
to libtaskmanager. There is also a new notification applet implementing the
suggestions and VDG mockups in the wiki
NOTE: the notification dataengine is defunct in this branch, so while the applet
(for now) installs as "new notifications", the old applet will stop working when
you use this. The dataengine will eventually be restored (famous last words)
for compatibility but using the NotificationServer singleton introduced in
libnotificationmanager.
The applet can show notifications, they expire, can be closed, and their
default action invoked. Still heavily WIP and API subject to change.
