[Logout screen] Change labels to match SDDM theme labels

Summary:
This patch changes the logout screen labels to match the labels in the SDDM theme.

Reboot --> Restart
Logout --> Log Out (Title Capitalization)

It also adjusts the corresponding messages that use the verbs.
