Use the newest Vundle commands
Vundle changed the command names during an interface update. The old commands will be deprecated. https://github.com/gmarik/Vundle.vim/blob/v0.10.2/doc/vundle.txt#L372-L396

Vundle plugin now works with submodules.
If you are using a submodule, ~/.vim/bundle/vundle/.git is a file,
not a directory. So I changed the test for that.
