Create startup notification even for apps that shouldn't have any,
just don't create any visual feedback. This will make sure the apps will also have windows shown on the virtual desktop where they were launched (#68851), and they'll also be able to get user timestamp from the startup notification. KGet no longer needs exception in focus stealing prevention, KWallet either (as the openWallet() call can get a mainwindow id).
