I thought that Akonadi::Monitor could return all list of collection but no just the collection that we define (Akonadi::root() for me) so it's necessary to fetchcollection all the time. Mostly only the interfaces are ported, the code is commented out, although in many cases the code is obsoleted by the akonadi resources.
